The Joint Review Panel (the Panel) conducting the environmental assessment for the proposed Marathon Palladium Project is announcing the receipt of the amended environmental impact statement (EIS Addendum) (CIAR# 727) and feasibility study (CIAR# 741) from Generation PGM Inc. (GenPGM).
GenPGM submitted the EIS Addendum in two parts. On January 7, 2021, the Panel received Volume 1 of the EIS Addendum containing chapters 1-4. The feasibility study was received on April 12, 2021. The remaining chapters of the EIS Addendum were submitted to the Panel as Volume 2 on April 16, 2021. The EIS Addendum provides an analysis of the potential environmental effects of the proposed project and measures to mitigate those effects.
Now that the complete EIS Addendum has been submitted, the Panel invites the public to comment on these documents. The Panel is providing a 70-day public comment period to give members of the public, Indigenous groups, governments and other participants an opportunity to submit their views in writing to the Panel on the sufficiency and technical merit of the EIS Addendum, as measured against the EIS Guidelines.
Two documents have been prepared to assist participants in reviewing the information and submitting comments. They can be found on the Impact Assessment Agency of Canada’s online public registry (the registry), reference # 54755.
- A compilation of key documents (CIAR# 728), including the EIS Addendum and all Information Request and responses from the Proponent.
- A resource document to guide participants in how they can prepare their written submissions.
The Panel will consider all comments received in making its determination on whether further information is required from the Proponent.
The Panel must receive all comments by June 27, 2021. All comments received on GenPGM’s EIS Addendum and supporting documents will be considered public and will be posted to the registry.

Next Steps
According to its Terms of Reference, the Panel must determine if the EIS and EIS Addendum provided by Generation PGM Inc. contains sufficient information to proceed to a public hearing. If the Panel is of the opinion that there is not sufficient information available for the purpose of conducting the environmental assessment, it will request additional information or studies.
The Panel recognizes that it is more challenging to undertake meaningful public engagement in light of the circumstances arising from COVID-19. The Panel continues to assess the situation to adjust public engagement activities, as necessary and provide flexibility as needed in order to prioritize the health and safety of participants.

De l’: Évaluation environnementale pour le projet de palladium de Marathon AEIC
La Commission d’examen conjoint (la Commission) chargée de l’évaluation environnementale du projet de palladium de Marathon annonce avoir reçu l’étude d’impact environnemental modifiée (addendum à l’EIE) (document # 727) et l’étude de faisabilité (document # 741) de la société Generation PGM Inc. (GenPGM).
GenPGM a présenté l’addendum à l’EIE en deux parties. Le 7 janvier 2021, la Commission a reçu le volume 1 de l’addendum à l’EIE contenant les sections 1 à 4. L’étude de faisabilité a été reçue le 12 Avril 2021. Les autres sections de l’addendum à l’EIE ont été fournies à la Commission en tant que volume 2, le 16 avril 2021. L’addendum à l’EIE présente une analyse des effets potentiels du projet proposé sur l’environnement et des mesures pour atténuer ces effets.
Maintenant que l’addendum complet à l’EIE a été présenté, la Commission invite le public à formuler des commentaires à son sujet. La Commission prévoit une période de consultation publique de 60 jours pour donner aux particuliers, aux groupes autochtones, aux gouvernements et aux autres participants l’occasion de lui présenter, par écrit, leurs points de vue sur l’exhaustivité et le mérite technique de l’addendum à l’EIE, au regard des lignes directrices relatives à l’EIE.
Deux documents ont été préparés pour aider les participants à examiner les renseignements et présenter des commentaires. Ils peuvent être consultés sur le Registre canadien d’évaluation d’impact (le Registre), référence no 54755.
- Une compilation des principaux documents (document # 728), y compris l’addendum à l’EIE et toutes les demandes de renseignements et les réponses du promoteur.
- Un document d’appui pour orienter les participants dans la préparation de leurs mémoires écrits.
La Commission tiendra compte de tous les commentaires reçus pour déterminer si des renseignements supplémentaires sont nécessaires de la part du promoteur.
La Commission doit recevoir tous les commentaires avant le 27 juin 2021. Tous les commentaires reçus sur l’addendum à l’EIE de GenPGM et les documents à l’appui seront considérés comme publics et seront affichés dans le Registre.
Les commentaires écrits dans l’une ou l’autre des langues officielles doivent être envoyés par courriel à iaac.marathonminereview-examenminemarathon.aeic@canada.ca.
Prochaines étapes
Conformément à son mandat, la Commission doit déterminer si l’EIE et l’addendum à l’EIE fournis par Generation PGM Inc. contiennent suffisamment de renseignements pour procéder à une audience publique. Si la Commission estime qu’il n’y a pas suffisamment d’informations disponibles pour mener l’évaluation environnementale, elle demandera des renseignements ou des études supplémentaires.
La Commission reconnaît qu’il est plus difficile d’entreprendre une mobilisation significative du public à la lumière des circonstances découlant de la COVID-19. La Commission continue d’évaluer la situation afin d’adapter les activités de mobilisation du public, au besoin, et de fournir la flexibilité nécessaire afin de donner la priorité à la santé et à la sécurité des participants.
