Climate Change – Final Debate

Final Climate Change Bill Debate to Ignite in Commons

Last House debate starts on Bill C-311, Climate Change
Accountability Act, before final vote

OTTAWA  Canada’s only federal climate change legislation, Bill C-311 the Climate Change Accountability Act, is to be debated Wednesday March 31st at 5:30pm, before a final vote in the House of
Commons
. The bill has been before the House Standing Committee on the Environment and Sustainable Development since April 1, 2009. As no party proposed any amendments at Committee, the bill was returned to the House without changes.

C-311 sets science-based long term targets to reduce greenhouse gas pollution by 80% from 1990 levels by 2050, and requires the government publish regular independently-reviewed plans to reach interim targets, amongst other accountability measures.

New Democrat Deputy Environment Critic Bruce Hyer (Thunder Bay–Superior North), who tabled the bill as his private member’s legislation in February 2009, looked forward to a final debate on the bill. “It has taken us a long time for us to get here, with prorogation, votes to delay to bill, filibusters, and almost a year stuck at the Committee stage.” said Hyer. “This is all time that we could have used to act on climate change instead. But the final debate and moment of truth are now near at hand. I am lobbying my colleagues in the House to ensure that all opposition Members are present for the final vote showdown.”
