Deposition To Council From CBEI
International Businessmen Travel From China and the US to Present Manitouwadge Town Council With Deposition
MANITOUWADGE, ON – Thursday, September 2nd, 2010 after having traveled for more than 30 hrs (much of it spent in the skies) from China Morley Chertkoff, International Studies Director of Canadabridge Education Inc. (CBEI) accompanied by American colleague Dr. Fred DiUlus, Global Academy Online, Inc. to presented a deposition to the Township of Manitouwadge Council; Mayor John MacEachern, Councillors Donna Jaunzarins, Raymond Lelievre, Gord MacDonald and George Bodak.
This was not Chertkoff’s first visit to Manitouwadge nor was it the first opportunity council has had to hear of the some of the initiatives which CBEI hopes to launch in the community. During a previous visit, March 31st, 2010, Chertkoff and Mayor MacEachern signed a Memorandum of Understanding in the presence of many residents, dignitaries and media; to read the article related to that visit http://www.OntarioNewsNorth.com/?p=10408. Chertkoff addressed council, while interested residents and municipal economic development staff sat in audience, bringing them up to date on the ideas which CBEI has in the works for Manitouwadge as well as plans which, said Chertkoff, “Are ready to be implemented, subject to funding.” This was key in the address to council, appraising them of the fact that funding is, as stated by Chertkoff “Conditional upon obtaining a $600,000.00 USD loan necessary to purchase use of a Certificate of Deposit to enable Canadabridge Education Inc. to borrow $10,000,000.00 USD” that they may continue development of several intertwined projects which, he explained, would “Employ three full-time English as a Second Language (ESL) teachers (one in a leadership role), three part-time teachers, three student teachers (part-time) both a full-time and part-time cook, two receptionists/clerks and a full-time driver (to split time between Superior Preparatory Academy {see the article referenced above regarding signing of MOU for details} and the Superiorthern™ Boutique Distillery {*See below} for a total of nine professional, full time jobs”. Chertkoff told council that audited financial projections for this initiative had previously been submitted to the Economic Development Office at the Township.
Among the initiatives Chertkoff presented in detail to council were the ‘Communitycate™ ESL School-In-A-Box Program’; a Traditional Chinese Medicine Research and Wellness Centre to be the first of its’ kind in North America as it would be based on the teachings of China’s most revered temple for which CBEI is the only authorized representative outside of the People’s Republic of China; Superiorthern™ Bus Cruising™ which has become a possibility thanks to the MOU signed this summer between Canada and China making it possible for Chinese tourist groups to visit Canada {see http://www.OntarioNewsNorth.com/?p=14639}; Infill Stores™ a potential answer to empty storefronts in Manitouwadge if it were to receive the influx of capital predicted by CBEI in the wake of Superior Preparatory Academy; Superiorthern™ Boutique Distillery which CBEI would establish by bringing to Manitouwadge two experts in distilling Chinese white liquor to produce both a traditional Chinese baijiu as well as something better suited to Canadian tastes made with blueberries, the idea for which is currently in development; and the home to Superior Preparatory Academy students – Superiorthern™ Boutique Hotel/Dormitory Complex a dormitory building, with accommodation for 300 students complete with dining facilities on upper floors, a 24 bedroom boutique hotel and dining facilities on the two floors above street level and a commercial/retail mix at street level. Council respectfully heard all of these as well as input from Dr. DiUlus before Mayor John MacEachern addressed the businessmen to advise them that with so much to consider, the request for bridge financing would require due diligence which could not, quickly be fulfilled.
Finally, Chertkoff concluded the deposition as follows “A total ofo 54 new full-time professional jobs will be created if all of the aforementioned initiatives can be brought to fruition by Canadabridge Education Inc. More than that number of par-time positions ill also be created for Manitouwadge. Canadabridge Education Inc. plans on investing $2,000,000.00 Cdn for infrastructure improvements in Manitouwadge which will assist in the development of the plans outlined in this document. As mentioned earlier, there are also other initiatives, all on a smaller scale, which are lsoo in the works. From the start, it has been our desire to work in partnership with your community and by obtaining th 45 day bridge loan will indeed allow us to move forward.
Manitouwadge EDO Dave Raymond, who has assisted Chertkoff in exploring local potential and was in attendance at the meeting, was optimistic “We are very pleased to have Mr. Chertkoff return to our community to discuss his plans for Manitouwadge as they pertain to ESL, Superior Preparatory Academy and the many associated benefits of the related initiatives” he added that “We are looking forward to a long lasting relationship with CBEI”.
Mayor MacEachern was cautiously optimistic “The proposal is very interesting; we have asked our administrative department to look into the feasibility of the Township of Manitouwadge being involved in the bridge financing which Mr. Chertkoff has requested on behalf of CBEI and we continue exploring the potential of all initiatives brought forward with appropriate due diligence.”
